HSE Systems MGMT Specialist

Responsabilities:

  • Provide technical assistance in the design, implementation, maintenance, monitoring and improvement of the Corporate Occupational Health and Safety Management System (OHSMS) according and the requirements of ISO 45001 Standard to HSE Management Systems Department.
  • Design, prepare, review and register the Occupational Health and Safety Management System documentation in coordination with the relevant organizations involved in it (i.e., "Servicio de Prevención Mancomunado").
    TR's "Servicio de Prevención Mancomunado" has, in general, assumed the responsibilities, functions and attributions established by Spanish OHS legal requirements. Thus, the roles and responsibilities of the OHS Specialist shall be limited to the ones derived from ISO 45001 requirements which do not overlap with Spanish OHS legal obligations, and within the scope of OHS Management System as defined in M-096-SGSST Occupational Health and Safety Manual. Prevention Plan. Among others, the following roles and responsibilities are applicable to the OHS Specialist:
  • Assist in the proposal, implementation and monitoring of Occupational Health and Safety objectives for the OHS Management System.
  • Identify and assess the risks and opportunities for the OHS Management System, along with any other organization involved, and monitor actions to control, minimize or enhance them.
  • Assist from the technical point of view the Head of HSE Management Systems Department on the process to carry out the Management Review of the OHS Management System.
  • Organize internal, external and certification audits on the Corporate OHS Management System.
  • In cooperation with the Servicio de Prevencion Mancomunado or other relevant organizations:
        Monitor OHS performance of the Occupational Health and Safety Management System
        Identification and assessment of workers and other parties needs towards OHS.
        Identify legal and other applicable requirements to the OHS Management System and assess compliance. Maintain and keep the legal and other applicable requirements register updated.
  • Implement and maintain the Corporate Environmental Management System according to the Standard ISO 14001.
  • Provide general assistance and support to HSE Management in EMS issues.
  • Monitor EMS performance of HSE Management Systems, assisting in the identification of corrective actions and monitoring the implementation of corrective actions.
  • Assist in the preparation and organization of Top Management Review of HSE Management Systems.
  • Preparation of the proposal of HSE objectives and annual HSE planning. Identification and realization of the tracking of the necessary indicators for the compliance of the corporate HSE objectives.
  • Identification and evaluation of compliance with legal and other requirements related to EMS Management Systems.
  • Manage the HSE training programs and HSE awareness campaigns.
  • Coordinate and perform, as applicable, EMS inspections. Monitor and close actions derived from them.
  • Regarding the consultation and participation process, answer all consultations or suggestions received regarding the EMS, and fill the consultations or suggestions received and their answers. 
  • Plan, organize and carry out EMS audits, at Corporate levels, Project level and Construction Sites. Control that all findings from EMS audits are properly recorded, followed-up and closed, assisting in the implementation of corrective and preventive actions, as applicable.
  • Coordinate the realization of external certification audits of EMS Management Systems.
  • Participate and assist in the assessment of HSE opportunities and risks.
  • Identification, assessment and record of environmental aspects and impacts derived from the different TR's activities and facilities.
  • Assist in the waste management of TR's offices from a technical point of view 

Skills/Qualifications:

  • Bacherlor in Science or Engineering Degree.
  • More than 5 years of experience in Energy sector. 
  • In possession of certification by a recognized organization in Occupational Health and Safety Mangement System and Environmental  Managenement Systems as per standards ISO 14001 and ISO 45001.
  • Highly recommendable: Técnico de Prevención de Riesgos Laborales.
  • English (High Level)
  • French recommendable (Medium level, able to speak and read fluently)
  • Good communication skills.
  • Organized person with good planning skills.
  • Autonomy and independence in performing its responsibilities
